Portable Handheld X-Ray Units: California Allows an Exemption for Dentistry
California allows dental practices to use portable handheld x-ray units only under specific conditions. Without this exemption, the use of portable handheld x-ray systems in dentistry would generally be prohibited. For dental offices using or considering these devices, it is important to understand the exemption requirements and the related compliance obligations.
According to the California Radiologic Health Branch (RHB), dental healthcare personnel may use portable handheld x-ray equipment if all required conditions are met.
Conditions for Using Portable Handheld X-Ray Units in California Dental Practices
Compliance with the California exemption for portable handheld dental x-ray systems depends on the following conditions:
- The portable x-ray system must have U.S. Food and Drug Administration (FDA) approval and must be used in a manner consistent with that approval.
- The manufacturer-provided backscatter shield, of not less than 0.25 mm lead equivalent, must be permanently affixed in place.
- Personnel monitoring badges must be worn by operators of the portable devices, and monitoring results must be evaluated internally on a monthly basis.*
- All x-ray operators must receive training in the safe use of handheld units.
- All training and monitoring records must be made available for review by RHB upon request.
- Operators may wear a lead-lined apron for additional protection, but this is optional and not required.
Additional California Regulatory Requirement
In addition to the exemption conditions above, dental x-ray users must also comply with applicable requirements in Title 17 of the California Code of Regulations.
