OSHA Requirements for Sharps Containers in a Dental Office

Federal OSHAThe US Occupational Safety and Health Administration (OSHA) has specific requirements for sharps containers in dental offices under the Bloodborne Pathogens Standard (29 CFR 1910.1030). These rules are designed to protect dental healthcare personnel (DHCP) from exposure to bloodborne pathogens (BBP) such as HIV, hepatitis B virus, and hepatitis C virus. OSHA’s requirements for sharps containers are as follows:

  1. Proper Design and Construction

Sharps containers must be:

  • Closable
  • Puncture-resistant
  • Leakproof on sides and bottom
  • Labeled or color-coded with a biohazard symbol and the word “biohazard”
  • Designed to prevent hand entry and ensure safety

  1. Placement and Accessibility

Sharps containers must be:

  • Easily accessible and located as close as feasible to the area where sharps are used (e.g., in each operatory or treatment room).
  • Should be kept upright throughout use.
  • Placed at a height and location that minimizes the risk of needlestick injury.

  1. Maintenance and Replacement
  • Do not overfill: Containers should not allowed to exceed the fill line (typically around ¾ full).
  • They must be sealed and replaced when filled to the appropriate level.
  • Never attempt to empty or reuse sharps containers.

  1. Handling and Disposal
  • When removed, containers must be closed securely to prevent spillage or protrusion of contents.
  • Containers must be handled with care and disposed of according to federal, state, and local regulations for medical waste.

  1. Employee Training
  • DHCP must be trained on proper handling and disposal of sharps and use of containers as part of the annual BBP training program.

  1. Written BBP Exposure Control Plan
  • The dental office must maintain a BBP Exposure Control Plan, which includes procedures for using and disposing of sharps.
  • This plan should be reviewed and updated annually and whenever changes occur in procedures and/or equipment.
